Qualify installed Node cancellation and shared synthetic owner

Adds a finite source-owned AbortSignal seam and a synthetic runtime owner shared by independently npm-installed placements. Legacy bindings keep their existing invocation. Installed CommonJS, ESM and TypeScript normal commands exercise selected effects, denial, fallback, cancellation, charge retention and replay refusal; the CommonJS owner/recovery fixtures cover shared limits, identity drift and separately approved owned recovery.

Final qualification passed on the reviewed source head: a64cba926a7e975c8755a1d64c3382785aa4651b, based on actual Python owner merge edf2eadbe7f6a984c7dca57d73d541f28ecba9c2.

Retained diagnostic: an earlier concurrent installed run was interrupted after one failure and six completed passes. Its TypeScript case failed during wheel construction with File exists in the shared setuptools build directory. The interrupted JUnit entry is not counted as a pass. The same case subsequently passed in 83.15 seconds in an isolated, byte-identical checkout without a code change. The complete installed gate uses a separate owned build root; the original full suite passed on its unchanged snapshot. A prior focused run's three missing-wheelhouse skips are retained; all three executed successfully under the final explicit profile. These partial results are not combined into a full-suite pass.

All assessments, receipts and active fixture schedules are explicitly offline synthetic evidence. Authentic provider operation, observed activation/holdout, measured benefit and remaining owner acceptance criteria stay open. No production activation or empirical issue completion is claimed.
