We have detected that it would be good to allow superadmins or teaching staff to create surveys which are delivered to the course students or course administrators of the courses in the current semester.

We still have to think more about this, but the allowed users can create forms and download the results. This might get delivered to administrators, students, among others. This must be configurable.
