🎨 style: update TUI terminology and account form behavior

- Change 'Available to Budget' to 'Available to Assign' in budget header display
- Add automatic on-budget default setting when changing account types
- Investment accounts now default to off-budget, others to on-budget
- Remove income feature implementation documentation file
