ci: allow pnpm builds through env instead of a per-install flag - #27
Each workflow allowed dependency build scripts by passing --dangerously-allow-all-builds to every pnpm install. That flag was repeated on each install line, and pnpm/action-setup's run_install can't pass it at all. That's how whoops' release broke when pnpm latest moved to v12.15.0 (ERR_PNPM_IGNORED_BUILDS).
What changed
Every pnpm install --dangerously-allow-all-builds is now a plain pnpm install.
Each workflow that installed with pnpm sets these once in its top-level env::
An existing top-level env: keeps its keys, and only the missing ones are added.
How it was tested
I installed whoops on my machine with both pnpm 12.15.0 and 11.28.9. A plain pnpm install fails on both. With pnpm_config_dangerously_allow_all_builds=true in the environment it exits 0, and spawn-sync's build script runs.
One codemod made the edit in every file. It errors if any flag remains. On splashy's benchmark.yml its output matches the benchmark workflow generator exactly.
actionlint reports the same findings before and after for each changed file, so this change adds none.
Low Risk
Workflow-only change to how pnpm install is invoked; no application or runtime code is affected.
Overview CI install behavior is centralized: the test workflow sets pnpm_config_dangerously_allow_all_builds and SKIP_INSTALL_SIMPLE_GIT_HOOKS once at the workflow env level instead of passing --dangerously-allow-all-builds on every install.
The Install step now runs plain pnpm install, relying on that environment variable so dependency build scripts still run under newer pnpm (e.g. v12.15+) without repeating the flag on each install line.

Chores
Updated the automated project setup. This change affects internal build and installation processes; no changes to user-facing features or app behavior are included.
The workflow adds environment variables to allow pnpm builds and skip simple-git-hooks installation. The install step now runs pnpm install without command-line options.
Restrict dependency build permissions and pin pnpm before merging to reduce credential-exposure and recurring CI-failure risk.

Explanation
The title "ci: allow pnpm builds through env instead of a per-install flag" matches the main change. The workflow drops the --dangerously-allow-all-builds flag from pnpm install and sets pnpm_config_dangerously_allow_all_builds: true in the job env. It is specific, short, and states the primary change, so it passes.

- Line 12: Move `pnpm_config_dangerously_allow_all_builds` out of the
workflow-wide `env` block and scope it to the `Install` step that runs `pnpm
install`; do not apply the override to other jobs or steps.
- Line 30: Update the pnpm version in the `pnpm/action-setup@v6` step from
`latest` to the reported passing version, 12.15.0, so workflow runs use a
consistent release.
