Licence line first, copyright second, as the GPL files already have. Data, lock files, the PPSSPP patches and prx.lds stay with REUSE.toml. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

prx.lds is PSPSDK's linkfile.prx (BSD-3-Clause); the relocator's walk is ported from rabbitizer. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Every source file carries its SPDX header. Stacked on #49; it retargets to main once that merges.
framework/prx.ldsis PSPSDK's linker script with three lines changed, so it is now BSD-3-Clause under PSPSDK's copyright holders (REUSE.toml, plusLICENSES/BSD-3-Clause.txt).ovl_reloc.cppcredits rabbitizer (MIT, Decompollaborate), whose walk it ports.modkit-testinghaslicense = "MIT", so every pyproject now names its licence.Tested:
reuse lintcompliant (591 files); pre-commit on all files; pytest with game data, 1913 passed;make -C frameworkbuilds (the PRX grows 72 bytes, the embedded prelude's header); lua-language-server is clean.🤖 Generated with Claude Code
