Fix stale phase-status contradictions in README

Status table says Phases 1-3 shipped (v0.3.0a0, 2026-05-09), but prose still said Phase 2/3 features 'arrive' later and PyPI publish was tied to a phase boundary that already passed. Corrected: install note now states PyPI is not yet published (verified against pypi.org, 404), the Phase 1-only section header is now generic, the classifier/hook sentence now reflects that they shipped in v0.3.0a0, and the CLI version example matches the latest shipped version.
