What

Records the verified publication of stable v0.9.2 in the three places that still said the local review features were unreleased. Documentation only; the version stays 0.9.2.

• CHANGELOG.md: the entries that were under Unreleased now sit verbatim under a new ## [0.9.2] — 2026-10-25 section with a pointer to the GitHub release and PyPI. An empty ## Unreleased heading stays for future changes. The 0.8.0 and older sections are untouched.
• blueprints/features/local_review_default.blueprint.md: only the Release: status line changed, from "a source merge only. Nothing is published" to the verified v0.9.2 release with its tag commit. Design, Implementation and Evidence lines are unchanged.
• docs/documentation-ownership.md: the local-review and walkthrough rows now point to v0.9.2. The walkthrough row keeps the recorded 0.9.0rc1 run described as a never-published candidate and one observation, not a benchmark or a claim about the published package.

• GitHub release v0.9.2: published 2026-10-25T02:05:47Z, not draft, not prerelease, target 5b7256f6ba9a16a25b893011a38321f338b8898a.

Existing Unreleased entries remain verbatim under the new dated 0.9.2 release section; 0.8.0 and older history is byte-identical. Blueprint changes only its current Release line; ownership rows retain the never-published 0.9.0rc1 observation and installed-version boundary. Actual PyPI history confirms 0.9.2 is the first published 0.9.x version; published bytes/tag/commit proof was independently verified.
