Scenario where URL leading to Settings in unaccessible "Sorry, you do not have permission to access this page" #152

When I click “Settings” in the plugin list, it brings up an error message: “Sorry, you do not have permission to access this page.”

On the other hand, if I click on “Settings” in the sidebar it works correctly.

The two links are as follows:

https://samev.org/wp-admin/options-general.php?page=admin_notices_settings (this one doesn’t work)
https://samev.org/wp-admin/options-general.php?page=ajustes_de_avisos_de_administracion (this one works correctly)

That site has the “Loco Translate” plugin, but it’s not the one generating the error. I know this because I looked at another site that has the same error and doesn’t use that plugin.
