Updates the E-family v6 constrained vCPU table entries in constrained-vcpu.md so the Active vCPUs values reflect the constrained (suffix) vCPU count for each listed size.

Changes:

• Updated the Active vCPUs values for E-family v6 s_v6 and ds_v6 constrained sizes (for example, Standard_E64-16s_v6 now shows 16 active vCPUs instead of 64).
• Reformatted/rewrote the affected E-family v6 table rows as part of the value updates.
