feat(standards): apply standards change: Complete discovery handoff and Planning consumer declarations

Prepare the user-requested formal proposal from the reviewed draft, incorporate the user's substantial-discovery definition verbatim, correct conditional plan instructions, and include the actual implementation entry and executable routing projections in one coherent unpublished candidate.

Keep the registered executable discovery rule unchanged and place its rendered row in the conditional detail table specified by the reviewed draft. The Engine's first rendering placed new rows in Additional Routing Rules; this preserves the proposal's requested packaging.

Applying the proposed policy requires durable coverage receipts for its changed policy units. These audit requests ask the Engine to publish receipts only after actual consumer-inventory evidence and audit review are complete; they do not change the proposed wording or certify coverage now.

Independent standards review and the bounded consumer inventory identified existing and new consumers of registered Planning rules. Add only actual scoped relationships, preserve the agreed wording and ownership, and retain explicit audit limits for unregistered Planning sections and generic conditional standards links.
