tmp: force docs_only=false to validate the docs build

TEMPORARY — must be reverted before merge.

release.yaml gates its release job (which owns finalize / build-docs) on
pre-flight's docs_only output, computed from changed file paths. A docs-only
PR therefore never runs the docs build, by any trigger, including
workflow_dispatch. This adds a non-docs file change so build-docs runs and
can actually validate the link fix.
