Register perf-smoke seed-baselines workflow for dispatch - #8

Add the renamed perf-smoke-seed-baselines workflow to the default branch so it becomes dispatchable via workflow_dispatch (GitHub only exposes dispatch for workflows present on the default branch). Manual-only trigger; does not auto-run on develop. Mirrors the existing bisect-workflow registration. Runs use --ref unified-POC.

Adds the renamed
perf-smoke-seed-baselines.yamlto the default branch so itbecomes dispatchable. GitHub only exposes

unified-POConly, leaving it un-dispatchable.
