Announcement: Maintainer change

I'd like to announce that I'm leaving NVIDIA after this week, and the maintenance of NVRHI and related projects will now be handled by @chrisd-work

I expect to keep ownership of this GitHub account, and should be able to answer questions later, if need be - but not contribute directly.

I'm sad to learn that you're leaving, I really liked the work you did at nVidia, bringing practicality to voxel cone tracing, ReSTIR, modern GPU programming, and probably many other things that I forgot.

I wish it's for the best, and thank you!
