docs: identify this branch's docs as 0.18.2 and fix the version picker

core_v0.18.2 was tagged and its docs published to /0.18.2/, but release
and project.json were never bumped past 0.18.0, so that tree identifies
itself as 0.18.0 and the switcher, which matches on release, highlights
the wrong entry.

Bump both to 0.18.2, add the 0.16.1, 0.17.1 and 0.18.2 entries, and mark
0.18.2 preferred: the picker had no preferred entry at all, so the theme
had no stable version to anchor on. Entries link to versioned paths
rather than the /latest/ alias, which moves on each release.
