docs: identify this branch's docs as 0.17.1 and fix the version picker

core_v0.17.1 was tagged and its docs published to /0.17.1/, but release
and project.json still say 0.17.0, so that tree identifies itself as
0.17.0 and the switcher, which matches on release, highlights the wrong
entry.

Bump both to 0.17.1 and refresh the picker: it had no preferred entry,
and it predates every release since 0.17.0. It now lists the published
releases up to 0.18.2 and marks 0.18.2 preferred, so a re-publish of
this branch cannot regress the shared root picker to a 0.17-era view.
