What does this PR do?

Maps structured GPU-sniff results to canonical telemetry events without changing the benchmark execution path.

This is PR 7 of 7 and is intended to be reviewed relative to PR 6.

Summary

• Adapts structured benchmark results into the canonical GPU-sniff event schema.
• Uses the existing result callback/sink and preserves benchmark cadence and all-rank behavior.
• Leaves collectives, process groups, timers, and application execution unchanged when telemetry is disabled.
