Dev Engineer Review

  • BaseToolParser.parse_base_json skips array elements that are not dictionaries. This prevents non-object JSON values from causing .get() errors.
  • Qwen3ToolParser catches ValueError during JSON parsing. Its streaming parser buffers undecided input, routes non-JSON text to normal content, and flushes undecided text at stream end.
  • After a bare-JSON tool call is emitted, later chunks are ignored. Verify this behavior and confirm wrapped tool calls still parse as expected.
  • No current review findings were supplied. The author reports 868 passing tests and four failures that also occur on main; these results were not independently verified.

QA Engineer Review

  • tests/unittest/llmapi/apps/test_tool_parsers.py adds tests for plain JSON content, non-object array elements, oversized integers, wrapped JSON scalars, incomplete JSON, streaming completion, and wrapped-call regression.
  • No matching entry for this test file appeared in the inspected tests/integration/test_lists/test-db/ or tests/integration/test_lists/qa/ files. No test-list changes are reported.
  • Coverage verdict: sufficient for the reported plain-answer and streaming edge cases. Test execution results remain author-reported.

Per-File QA Perspective

  • tensorrt_llm/serve/tool_parser/base_tool_parser.py: Verify that non-dictionary JSON array elements are ignored and dictionary elements still produce tool calls.
  • tensorrt_llm/serve/tool_parser/qwen3_tool_parser.py: Verify bare-JSON parsing, normal-content handling for non-tool JSON, and flushing of undecided or held text at stream end. Also verify that wrapped-call behavior remains unchanged.
  • tests/unittest/llmapi/apps/test_tool_parsers.py: Covers Qwen3 plain-answer and streaming edge cases, including oversized integers and truncated JSON. No matching test-list entry appeared in the inspected CI or manual-QA lists.

Description

Fixes #20954.

Motivation

With --tool_parser qwen3, every chat request that carries tools runs the
model output through Qwen3ToolParser. Since the bare-JSON fallback for
NVBug 6240584 (#16866), the parser also tries to read an answer that has no
<tool_call> wrapper as a bare JSON tool call. Ordinary answers trip over that
fallback in three ways.

  1. An answer that is a JSON array of non-objects raises AttributeError.
    Examples are ["apple", "banana", "cherry"] and [1, 2, 3].
    raw_decode returns a list, and parse_base_json calls .get("name") on
    every element. The same happens for a <tool_call> block that holds a JSON
    scalar such as false.
  2. An answer with an integer longer than 4300 digits (for example the digits
    of a large factorial) raises ValueError from raw_decode. Only
    json.JSONDecodeError is caught.
  3. In streaming, an answer that opens with [ or { and is plain text is
    dropped. Examples are [Note] The weather in Paris is sunny today. and
    {greeting} Hello there. The parser keeps such text in its undecided
    buffer while waiting for a complete JSON value that never arrives.
    Qwen3ToolParser has no finish() override, so the buffer is discarded
    when the stream ends and the client receives empty content. A JSON prefix
    cut off by max_tokens is lost the same way.

The serving layer turns cases 1 and 2 into an HTTP 400 for a non-streaming
request after the full generation was paid for. A streaming request drops the
SSE stream after the 200 with no [DONE]. Case 3 returns a successful
response whose content is silently empty.

Repro

The parser is pure Python, so the repro drives it directly:

from tensorrt_llm.serve.tool_parser.qwen3_tool_parser import Qwen3ToolParser
parser = Qwen3ToolParser()
parser.detect_and_parse('["apple", "banana"]', tools)
# AttributeError: 'str' object has no attribute 'get'

parser = Qwen3ToolParser()
out = ""
for i in range(0, len(text := "[Note] The weather is sunny."), 3):
    out += parser.parse_streaming_increment(text[i:i + 3], tools).normal_text
out += parser.finish(tools).normal_text
assert out == "" # all content lost

Before this change the repro reports 11 failing cases (raises or lost
content) across nine inputs. After it, all of them return the answer as
content and the real bare-JSON tool call still parses.

Root cause

  • tensorrt_llm/serve/tool_parser/base_tool_parser.py, parse_base_json:
    act.get("name") assumes every list element is a dict.
  • tensorrt_llm/serve/tool_parser/qwen3_tool_parser.py, detect_and_parse
    and parse_streaming_increment: the raw_decode and json.loads calls
    catch only json.JSONDecodeError. The integer digit limit raises a plain
    ValueError.
  • qwen3_tool_parser.py, parse_streaming_increment: when raw_decode
    fails, the undecided buffer keeps growing even when no continuation can
    make it valid JSON, and nothing flushes it at the end of the stream.

Fix

  • parse_base_json skips list elements that are not objects. A JSON array
    of strings or numbers holds no tool call.
  • The Qwen3 parser catches ValueError (the base class of
    JSONDecodeError) around its JSON decoding.
  • In streaming, when raw_decode fails the parser asks the partial JSON
    parser whether the buffer is still a valid JSON prefix. If it is not, the
    text goes out through the existing wrapped path as normal content right
    away. If it is, the parser keeps buffering as before.
  • A new Qwen3ToolParser.finish() returns any text still held in the
    undecided buffer as normal content.

Bare-JSON tool calls, wrapped tool calls, and the trailing-text handling from
NVBug 6240584 behave as before.

Test Coverage

New CPU-only tests in tests/unittest/llmapi/apps/test_tool_parsers.py,
class TestQwen3ToolParser:

  • test_detect_and_parse_plain_json_answer_is_content (5 cases: string
    array, number array, nested arrays, 4500-digit integer, array holding a
    4500-digit integer)
  • test_detect_and_parse_wrapped_non_object_has_no_calls
  • test_streaming_plain_answer_opening_with_bracket_is_content (5 cases)
  • test_streaming_text_that_may_become_json_is_held
  • test_streaming_truncated_json_prefix_flushed_on_finish
  • test_finish_after_bare_json_tool_call_emits_nothing

Results (run on the tensorrt_llm 1.4.0rc1 wheel with tensorrt_llm/serve/tool_parser loaded from this branch, because the local driver cannot load bindings built from current main):

  • New tests on the code before the fix: 12 of the 14 new cases fail. The two guard
    tests (test_streaming_text_that_may_become_json_is_held and test_finish_after_bare_json_tool_call_emits_nothing)
    pass before and after, as intended.
  • Whole test_tool_parsers.py after the fix: 866 passed, 4 failed. The same 4
    TestQwen3Coder* cases also fail on unmodified main in the same environment
    (852 passed, 4 failed), so they come from the local test setup.

…ith [ or { as content

With tools in the request, the Qwen3 bare-JSON fallback reads every
answer without a <tool_call> wrapper as a possible tool call. Plain
answers broke it in three ways:

- A JSON array of non-objects such as ["a", "b"] raised AttributeError
  in parse_base_json, which called .get() on every element. A
  <tool_call> block holding a JSON scalar did the same.
- An integer longer than the int-to-str digit limit raised ValueError,
  which the JSONDecodeError handlers did not catch.
- In streaming, text that opens with [ or { and is not JSON (for
  example "[Note] ...") stayed in the undecided buffer forever, and the
  parser had no finish() override, so the content was dropped.

parse_base_json now skips non-object elements, the Qwen3 parser catches
ValueError around its JSON decoding, the streaming path flushes the
buffer as content as soon as it can no longer become JSON, and a new
finish() returns any text still buffered when the stream ends.

Walkthrough

The Qwen3 tool parser now handles non-tool JSON and incomplete streaming input without treating them as tool calls. The base parser skips non-object entries in action arrays. Tests cover plain content, JSON prefixes, and finish behavior.

The description covers the template's required content. It includes a clear motivation, a repro, root cause, the fix, and test coverage. It references issue #20954 and the NVBug context. The PR checklist is present and marked as reviewed. The template's 'Description' and 'Test Coverage' headings are present with detailed content. The description also states that the author ran pre-commit. The '@coderabbitai summary' header from the template is not present, but it is optional for the check. The description is mostly complete and clearly explains what and why.

Full details: Linked Issues check

Explanation

Directly linked issue #20954 is open and active, so its coding requirements apply. Requirements: (a) non-object JSON arrays, and wrapped non-object JSON, must not raise; (b) integers above the digit limit must not raise; (c) plain text that opens with [ or { must reach message content in streaming; (d) a JSON prefix held at stream end must not be lost.

Evidence at head 8f05c88, whole-PR diff against merge base fe180a9:

  • (a) base_tool_parser.py parse_base_json now skips each element where not isinstance(act, dict). ["a", "b"] and [1, 2, 3] produce no calls and no AttributeError. For <tool_call>false</tool_call>, json.loads returns False. parse_base_json wraps the scalar as [False], and the new guard skips it. No call is produced and no error is raised.
  • (b) qwen3_tool_parser.py catches ValueError in the raw_decode call of detect_and_parse and in the wrapped json.loads call. JSONDecodeError subclasses ValueError, so the digit-limit error is covered.
  • (c) In parse_streaming_increment, a raw_decode failure calls _may_become_json. If the buffer is not a valid JSON prefix (for example [Note]), the text is replayed through _wrapped_streaming as normal content. If it is a valid prefix, the parser keeps buffering.
  • (d) The new Qwen3ToolParser.finish() returns _bare_json_buffer as normal_text while the stream is undecided. In wrapped mode it calls super().finish() and prepends _normal_text_buffer.

Residual uncertainty: I did not re-run the tests. The author reports that the new streaming cases pass after the fix. I did not trace the content returned for the wrapped <tool_call>false</tool_call> case beyond the absence of a crash and of calls. Retention of that text depends on existing wrapped-path behavior. I also did not confirm that partial_json_loads raises only exception types caught by _may_become_json. The reported test results cover that path.

Full details: Out of Scope Changes check

Explanation

Whole-PR changes against merge base fe180a9 are limited to three areas. base_tool_parser.py adds one non-dict skip in parse_base_json. qwen3_tool_parser.py adds ValueError handling, the _may_become_json helper, the streaming replay of invalid prefixes, the finish() override, and the Allow and partial_json_loads imports. The tests in tests/unittest/llmapi/apps/test_tool_parsers.py cover these changes. Each change maps to a requirement of #20954 or supports the fix. The SPDX copyright and license header lines added to qwen3_tool_parser.py are administrative and do not alter behavior. No other parser, public API, or unrelated functionality is changed. The new finish() overrides an existing base method and adds no new API surface.

Add a regression test for the wrapped oversized-integer path.

Inside a <tool_call> block, json.loads raises ValueError for an integer longer than Python's digit limit. The except ValueError handler then logs a warning and returns no calls. The existing wrapped test uses false, which parses without error, so no test reaches this handler. Removing the ValueError catch would not fail the suite.

Add a case to TestQwen3ToolParser in tests/unittest/llmapi/apps/test_tool_parsers.py:

    def test_detect_and_parse_wrapped_oversized_integer_has_no_calls(
            self, sample_tools, parser):
        """An integer beyond the digit limit in a `<tool_call>` block yields no calls."""
        result = parser.detect_and_parse(
            "<tool_call>\n" + "9" * 4500 + "\n</tool_call>", sample_tools)

        assert result.calls == []

A plain answer that falls back to wrapped streaming can end with a
prefix of </tool_call> (for example "[not JSON </tool_"), which the
wrapped path keeps in _normal_text_buffer. finish() in wrapped mode
returned the base no-op, so that tail never reached the client. Flush
the buffer as normal text in finish().

Also cover the ValueError handler for an oversized integer inside a
wrapped block.

Addressed the CodeRabbit review in 8f05c88:

  • finish() dropped held text (valid). A plain answer that falls back to wrapped streaming, such as [not JSON </tool_, kept its trailing </tool_ in _normal_text_buffer, and finish() in wrapped mode returned the base no-op. finish() now returns that buffer as normal text. [not JSON </tool_ is added to test_streaming_plain_answer_opening_with_bracket_is_content; it fails on the previous head (content missing the tail) and passes now.
  • Oversized integer in a wrapped block (nitpick). Added test_detect_and_parse_wrapped_oversized_integer_has_no_calls, which reaches the except ValueError handler.

tests/unittest/llmapi/apps/test_tool_parsers.py: 868 passed. The 4 remaining failures (TestQwen3CoderRequiredTools / TestQwen3CoderParameterRecovery) fail identically on main and are unrelated to this change. pre-commit passes on the touched files.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Preserve malformed wrapped answers as message content.

For a wrapper-only block containing a 4,500-digit integer, json.loads() raises ValueError. The new handler skips the block, and normal_text contains only text before the wrapper. The result is therefore empty content with no calls, which loses the answer. Before this change, the case raised ValueError because only json.JSONDecodeError was caught.

Return the wrapped block as normal content when no valid call is parsed, while retaining valid calls from other blocks. Update the regression test to assert normal_text; the current test asserts only that calls is empty.

@coderabbitai Thanks. On the outside-diff comment for qwen3_tool_parser.py:115: skipping a wrapped block whose JSON does not parse is existing behavior on main. Any malformed block, for example <tool_call>\nnot json\n</tool_call>, already goes through the same except branch and keeps only the text before the wrapper. On main, an oversized integer raised an uncaught ValueError from detect_and_parse. This PR only makes it take that existing branch. Surfacing malformed wrapped blocks as content would change the result for every malformed block, so I am keeping it out of this PR. It can be a separate change if maintainers want it.
