Tooltip and Links for Data Update #625

Description

@cfpolack

@trbmcginnis As a follow-up to our discussion about tooltip updates, here are answers to your questions below tied directly to the lines in the app. Please let me know if you have any questions about these!

Additional Data section

Tooltip for Additional Data
I think we can remove the tooltip from this section. If users are going to download additional census data they can read more about PUMA vs. CD on the Population data page on our website. It would be confusing here because more than 90% of the data on the page is no longer using PUMAs.

<h4 class="subsection-header"><strong>Additional Census Data {{info-tooltip tip="Census data are available at the community district level, while American Community Survey data are available at the Public Use Microdata Area (PUMA) level. PUMAs are approximations of community districts, and some PUMAs include two districts. See the CD/PUMA Comparison Map for more information."}}</strong></h4>

CD/PUMA Comparison Map
We can remove this button completely:

<li class="list-item-padded"><a target="_blank" href="http://www1.nyc.gov/assets/planning/download/pdf/data-maps/nyc-population/census2010/puma_cd_map.pdf">{{fa-icon "file-pdf-o"}} <strong>CD/PUMA Comparison Map</strong></a></li>

NYC Census FactFinder Button
Update "NYC Census FactFinder" text in this button to "NYC Population FactFinder", and update link to https://popfactfinder.planning.nyc.gov/:

<li class="list-item-padded"><a target="_blank" href="http://maps.nyc.gov/census/">{{fa-icon "external-link"}} <strong>NYC Census FactFinder</strong></a></li>

ACS Data Button
Replace hyperlink for this ACS Data (link is currently broken) with https://www1.nyc.gov/site/planning/planning-level/nyc-population/american-community-survey.page in this button:

<li class="list-item-padded"><a target="_blank" href="http://www1.nyc.gov/site/planning/data-maps/nyc-population/american-community-survey.page">{{fa-icon "external-link"}} <strong>American Community Survey (ACS) Data</strong></a></li>

NYCgov Poverty Measure

Link update
Data linked here is out-of-date:

of residents have incomes below the <a href="http://www1.nyc.gov/site/opportunity/poverty-in-nyc/poverty-measure.page" target="_blank">NYCgov poverty threshold</a>. Compare to <a href="https://www1.nyc.gov/assets/planning/download/office/data-maps/nyc-population/acs/econ_2016acs5yr_puma.xlsx?r=1" target="_blank">federal poverty&nbsp;rate</a>.

We can update this link
https://www1.nyc.gov/assets/planning/download/office/data-maps/nyc-population/acs/econ_2016acs5yr_puma.xlsx
with
https://www1.nyc.gov/assets/planning/download/office/planning-level/nyc-population/acs/econ_2018_acs5yr_puma.xlsx

NYCgov Tooltip
We also need to update the tooltip for this indicator only because this data is still referencing PUMAs, unlike the other indicators:

tip='NYCgov Poverty Rate, 2012-2016 5-year average. This NYC-specific poverty measure is adjusted for the City’s high cost of housing and includes the value of anti-poverty programs (e.g. SNAP, housing assistance) as family resources. Accounts for certain costs (e.g. medical, commuting, childcare). Historically produces a higher, more realistic measure of poverty than the official U.S. measure.'

Language update:

NYCgov Poverty Rate, 2014-2018 5-year average by Public Use Microdata Areas (PUMAs), which are approximations of NYC Community Districts. This NYC-specific poverty measure is adjusted for the City’s high cost of housing and includes the value of anti-poverty programs (e.g. SNAP, housing assistance) as family resources. Accounts for certain costs (e.g. medical, commuting, childcare). Historically produces a higher, more realistic measure of poverty than the official U.S. measure.
