As a zoning stakeholder, I want to update the Transit basemap layer to use dissolved transit envelope geometries instead of individual station-based buffers so that visual clutter from overlapping geometries is reduced and map readability is improved.
Acceptance Criteria

Replace the existing station envelope geometries with the new GIS-provided dissolved station buffers from CARTO:
a. https://nycplanning.carto.com/u/dcpadmin/dataset/mta_nyc_rail_station_envelopes_dissolved_single one record (total), no attributes
b. https://nycplanning.carto.com/u/dcpadmin/dataset/mta_nyc_rail_station_envelopes_dissolved_many one record per polygon, no attributes
