docs(license): restrict commercial monetization and require source attribution - #1575

Adopt the cc-haha Community Source License 1.0 for covered future additions, while allowing personal and internal business use. Require separate permission for competing commercial offerings and visible source attribution for redistributions. Preserve prior MIT grants, third-party notices, and contributor rights; document the transition in both READMEs, the licensing guide, and contribution instructions. Record the motivation: GoDiao/dreamcoder reused cc-haha code and initially omitted the original MIT copyright notice. Its maintainer acknowledged the omission in issue #71. Attribution was restored in merged PR #72, and PR #73 clarified the cc-haha v0.3.1 origin and inherited features. This records the omission and subsequent repair, not an assertion that the current repository still lacks attribution. LICENSE，新增NOTICE和中英双语LICENSING.md；同步双语 README 的许可徽章、定位及贡献指南；许可说明放在双语 README 文末。LICENSE-MIT-legacy。旧 MIT 授权、第三方许可和既有贡献者权利继续有效；不会追溯撤销旧授权。Event record
