It is a regression since it doesn’t repro on NuGet Client Dev\6.14.0.3 (the focused-on rectangle was white).

Repro Steps & Context

Notes:

1. The repro rate is 100%. 

Repro Steps:

1. Open VS and select ‘Dark’ in the menu ‘Tools->Theme’ (then restart VS).
2. Create a C# Console App (.NET 10.0) in VS and click the 'Manage NuGet Packages...' from the context menu of the project in the Solution Explorer window.
3. Go to the ‘Browse’ tab, select the source ‘nuget.org’ from the ‘Package source’ dropdown list and select a package from the package list on the left (for example, Microsoft.EntityFrameworkCore in this instance).
4. Keep pressing Tab key and observe the focused-on item in the ‘README’ tab of PM UI.

Expected Result:

It is easy to notice the focused-on item.

Actual Result:

It is hard to notice the focused-on item as the screenshot below.
