fix: build PostgreSQL 10 tests after Bullseye LTS expiry (v0.16.1)

Allow the frozen bullseye-security index only in the PostgreSQL 10
integration image to outlive its Valid-Until date, retaining APT
signature verification and other sources' normal expiry checks.

Document the compatibility-image exception and release version 0.16.1.
