Spring, or zero Robin-type, boundary condition for TPSA. Essentially, it defines a spring at a given distance outside the boundary with a given shear modulus. Allows for boundary conditions between the already implemented NONE (spring with distance zero) and FREE (spring with infinite distance).

Depends on OPM/opm-common#5350
