Serve workbook and controls matrix PDFs as static files - #23

Conversation
Move the three PDFs from the Starlight content collection (where Astro ignores non-Markdown files, so they never reached the build output and returned 404 on the Pages site) into site/public/docs/tools/, which Astro copies verbatim into the deployed site. Add a Downloads section on the Tools page linking to each file. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_013t2mcBANp4xHzmntdTfEEM

What does this change?
Moves the three workbook/controls-matrix PDFs out of the Starlight content collection and into the site's static assets folder, then links them from the Tools page.
site/src/content/docs/docs/tools/*.pdf→site/public/docs/tools/*.pdfsite/src/content/docs/docs/tools/index.mdwith a direct link to each PDF.Why?
The PDFs were committed under
site/src/content/docs/docs/tools/, which is an Astro content collection. Astro only renders Markdown and MDX files from a content collection and ignores everything else, so the PDFs were never emitted intosite/distand never deployed. Requesting their URL on the Pages site returned a 404.Astro copies
site/public/into the build output verbatim, so files placed there are served as-is. Verified locally withnpm run build: all three PDFs now appear insite/dist/docs/tools/, and the Tools page renders the three links with the correct/playbookbase prefix.Once merged, the files are reachable at:

Notes for reviewers
The PDF binaries are unchanged; git records all three as pure renames. The only content edit is the new Downloads section on the Tools page.
Links use the absolute
/playbook/...form becauseastro.config.mjssetsbase: '/playbook'. Relative links would break on the deployed site.🤖 Generated with Claude Code
