Mirror the existing --tls-max option with a new --tls-min CLI/option/env-var to set the minimum allowed TLS version (1.0, 1.1, 1.2, 1.3). The minimum is enforced via libcurl's CURLOPT_SSLVERSION and exported in the debug curl command. Closes Orange-OpenSource#5335
