Keep release branches in step with master, and close the remaining release-flow gaps - #520
Conversation
Master is the trunk, so PRs keep targeting it; nothing carried those changes into an open release branch, so release/4.4.0 would fall behind and a long-running release/5.0.0 would miss every 4.x fix. - release_sync.yaml: every push to master is merged into each open, unreleased release/X.Y.0 branch (publishing its next candidate) via the merges API. A conflicting merge opens or refreshes a sync/master-into-X.Y.0 PR, so the resolution never lands on master. PRs merged into master join the milestone of the lowest open release. Hotfix branches (X.Y.Z, Z > 0) are left alone. - release_next.yaml: after a release branch merges, release branches older than it can no longer be released; the merged PR gets a comment naming them. - release.yaml: releasing from master warns while release branches are open, since master may hold unreleased features. - CONTRIBUTING.md: trunk-based flow, major-version branches and hotfixes.

- release.yaml: drop the master "prerelease" option, whose plain vX.Y.Z tags counted as stable versions in every check; release candidates are now the only pre-releases. Re-running resumes after a partial failure: once the newest version is tagged it skips to what is left (the GitHub release, the back-merge PR, the milestone). An older, already-released branch is refused rather than "resumed", which would have moved `latest` backwards. Notes start from the stable release just before this one. The `latest` tag is moved with git instead of EndBug/latest-tag@latest, pointing at the release commit rather than the pre-bump one. - release_branch.yaml: pushes to a released branch (e.g. conflicts resolved on its back-merge PR) are ignored instead of failing. Sync PRs aren't added to the milestone. Deleting an unreleased release branch closes its milestone when nothing open is left in it. - release_sync.yaml: issues closed by a merged PR join the milestone too. - pr_prerelease.yaml: test builds are labelled with the release the PR ships in (its release branch, or the lowest open release/X.Y.0 for master). - CONTRIBUTING.md: resuming, abandoning, and no older-major maintenance.
- A concurrency group keeps one pending run, and a newer push replaces it. Merges already used the latest master, but milestones only covered the pushed commit's PR, so a replaced run's PR was never milestoned. Each run now milestones every unmilestoned PR merged into master since the last release. - An unexpected merge API failure, or a sync branch that couldn't be brought up to master, used to pass silently. Both are now errors; the run tries every branch, then fails if any was left behind.
