[green] presence-gate the exact-board spotlight on /flash

Include the selected release's waveshare-esp32-s3-lcd-147b presence in
showWaveshareBoard so the real-hardware board photograph and exact-board
guidance stay on the flash page for the access-controlled candidate,
not only after public qualification, and simplify the profile-list gate
to the same flag. Candidate mode swaps only the eyebrow to
'Exact-board reference · hardware qualification pending'; the photo
asset and its v0.5.0 caption are deliberately unchanged.
