chore: 0.29.1 — the multi-batch finalize fixture

Tagged so the vgi extension's integration lane can pin to a revision that
actually contains multi_batch_finish. VGI_FIXTURES_REF clones this repo by
tag, and v0.29.0 predates the fixture, so the shared .test would fail there.

No PyPI publish: release.yml fires on a published GitHub Release, not on a
tag push, and the protocol is unchanged at 1.4.0.
