chore(release): bump version to 0.30.0, require vgi-rpc>=0.44.1

vgi-rpc 0.44.1 is the release that actually ships vgi_rpc.http.VgiOAuthAuth
(the companion change this repo's oauth=/oauth_refresh_token= kwargs
depend on) -- verified clean (ruff/mypy/full test suite, 2520 passed) against
the real published package, not just the editable checkout used during
development.
