ci: run the shared suite from vgi v2.0 dc0cab9

Move VGI_REF off the release/vgi-v3-ci-20261028 side branch to the v2.0
tip, which now carries the branch-runner fetch support, the rewritten
rowid constraint test, session-context macros/defaults (non-UTC sessions)
and the canonical telemetry client. The ~11 tests that drifted against the
published extension are already updated on v2.0.
