release: v0.29.0 — protocol 1.4.0 (splits)

Protocol 1.4.0 adds table_function_plan(): a plan phase that returns named,
redeemable splits so a scan can be divided by the client and read from any
process or host, replacing the opaque worker-side work queue that could not
survive task retry in a distributed engine.

This is a forcing change. 1.4.0 refuses any peer speaking 1.3.0, so every
SDK releases in lockstep.
