ci: HTTP revalidation now implemented; skip stays until releases ship

Update the revalidate.test http-lane skip comment: HTTP conditional
revalidation is now implemented (C++ /init-request validators + vgi-rpc
surfacing them to the producer's first process()), but this lane runs the
published community vgi extension + PyPI vgi-rpc, so keep the skip until
both ship a release carrying the change, then remove the line.
