wifi: iwlwifi: avoid GL D3 suspend on s2idle

Work around BE200/GL resume failures by skipping WoWLAN/no-WoWLAN D3
suspend paths and disabling PCI D3cold for GL devices. Affected systems
can otherwise resume with firmware asserts, reset ACK timeouts, and MMIO
reads returning 0xffffffff.
