feat: align quant and fused kernels with Triton in FlyDSL (#421)

* add int8 quant rmsnorm kernel

* add int8 quant rmsnorm tests

* add int8 quant rmsnorm perf compare with aiter/triton

* update the int8 quant rmsnorm kernel to use  and

* fix int8 quant rmsnorm launch after branch update
