Release claude-smart 0.3.13 with the merged prepared-runtime reuse fixes and durable served-receipt publication support. Bundle Reflexio commit c09785fea971b28623ca840a459845becfa6fb1f so npm users also receive user-isolated cutovers, authoritative request ordering, and historical extraction-resume fixes beyond the PyPI baseline.
Synchronize npm, host manifests, Python metadata, README badge, and standalone lock. Published to npm as claude-smart@0.3.13 (latest), with annotated tag v0.3.13 at the merged release commit. Registry SHA-512 integrity matches the tested tarball.
