The generated build workflows currently use stage-wide barriers, which can leave runners idle and let one failure block unrelated work.
This draft points at RoboStack/vinca#149 and enables its experimental 120-job dependency-aware scheduler. The backend ratios and higher-confidence package weights come from the latest 30 Linux workflow runs.
This is only for testing the generated graph and should not be merged as-is.
