Adds public privacy and sandbox terms pages before advertising the staging registration flow. Discloses data categories, Stripe/Azure/Neon processing, essential cookies, anonymous certificate verification, minors boundary and data-rights contact without claiming global legal compliance. Links notices from pricing, auth, dashboard and certificate pages. Validation: cargo fmt, 17 tests, clippy -D warnings.
