Update license, authors, and gitignore for the maintained fork

- LICENSE.txt: add maintainer copyright line while preserving the
  original (MIT requires keeping the original notice)
- AUTHORS.txt: credit original authors and list the user-agents-ng maintainer
- .gitignore: modernize with Python venv/build/cache entries; drop
  stale Haskell/JS entries
