release: 1.11.0

Promote the [Unreleased] CHANGELOG block to [1.11.0] (2026-05-23) and bump the
version in pyproject.toml and the __init__ dev fallback. Minor release: the
new WindIO monopile+tower constructor (#92) and the platform-CM-offset
check_model guard (#95). Both additive and backward-compatible; no numerical
change to any existing model.
