Migrate to typescript v7

The latest version of typescript (7.x) seems to brake the "Install dependencies" step i in the CI (npm error ERESOLVE could not resolve). See https://github.com/Scille/parsec-cloud/actions/runs/31170168121/job/92840027873

typescript is currently ignored by Dependabot (see #13188 (comment)), so once the dependency install issue is fixed, it should be unignored with the following comment in a PR:

@Max-7 #13160 only upgrades typescript for electron (client/electron/package.json).

This issue is about upgrading typescript in client/package.json which requires to fix the problems described above.

My bad, didn't see that it was Electron only. It's currently being blocked by typescript-eslint which doesn't currently have a version that supports TS7.
