feat: configure manual or free Basis package selection

Fixes #1341

New ads in real-estate, MOTORS/CARS (and id 216) categories show "Nächster Schritt" instead of "Anzeige aufgeben" when private ad bundles are available, followed by a package selection page (/p-anzeigentypauswahl/…). publishing.package_selection controls that step:

• MANUAL (default): the user picks the package and publishes in the browser, then confirms in the terminal. Without an interactive terminal the bot stops before clicking "Nächster Schritt", so no draft is left behind.
• BASIS (opt-in): the bot selects the verified free "Basis Paket" and publishes once.

Split from #1309 as the package-selection feature.

Scope follows the site: the form itself enables this step for all of these categories (PostListingForm, real estate / MOTORS / CARS / id 216), so it is handled for all of them, not only motorcycles. Vehicle fields (attributeMap[motorraeder_roller.*], attributeMap[autos.*]) are regular button comboboxes and text inputs and are already filled by the existing special_attributes handling; none of them is required on the live motorcycle form.

"Ohne Bild veröffentlichen" in this flow only continues to the package page.
