fix: restore lost 0.1.24 news entry, remove duplicate README changelog block

release.sh's news cap-trim deletes from the front of the news dict,
assuming insertion order is chronological (oldest first, since the
script itself always appends new entries at the end). My manual 0.1.24
entry was inserted at the front instead, so the trim step deleted it as
if it were the oldest one — release.sh's own README changelog prepend
also produced a duplicate ### 0.1.24 block alongside the manual one.

checking README/news for duplication after every release.sh run.
