The data-usage readout declares this permission in the main manifest, so the permission-drift gate rejected it on the PR. Documented in the allowlist as what it actually grants here: signature| privileged, obtained only because the app runs as android.uid.system, and used read-only to re-read the Ethernet byte totals the kernel already counts. No connection opened, no traffic content, no per-app attribution. Listed in its own section rather than under "online variant only": it sits in the main manifest, so it applies to both flavors.
