The render-reuse guard can leave newly loaded properties and edited rows stale, while the asynchronous test can pass before verifying that duplicate rendering is prevented.

What changed in this PR
This PR aims to reduce repeated folder requests and HTTP 429 responses by reusing existing outline panes during fetch-triggered repaints.
Changes:
- Track the rendered pane and subject for each explorer provider.
- Reuse matching pane content while updating explorer controls.
- Add a regression test for pane reuse.
