The root build.gradle.kts turns on dependencyLocking { lockAllConfigurations() } for every project, but this PR changes only gradle/libs.versions.toml. All six lockfiles still pin the old versions:

• sonar-plugin-api-impl and sonar-testing-harness stay at 26.10.0.132816 in sonar-php-plugin, php-frontend, php-checks and php-custom-rules-plugin.
• sonar-ws and sonar-markdown stay at 26.10.0.132816 in its/plugin.
• The sonar-orchestrator-* artifacts stay at 6.4.3.4676 in its/plugin and its/ruling.
• The sonarlint-* artifacts stay at 12.1.0.87730 in its/plugin.
