[Feature] allow plugins to execute shell commands without opening command prompt

only way to execute shell commands right now is via utils.exec, though this opens command prompt for the during of the command. fair enough, though for exec binary heavy plugins having command prompt open and steal focus all the time is annoying

i wouldnt feel comfortable knowing that commands are running in the background where i cant see them using a custom plugin or addon or whatnot

the console window isn't a security boundary. a command is exactly as dangerous whether or not you see conhost flash for 200ms, nobody's reading it, often it has no content, and by the time it shows up the process has already started. no matter, plugins can already do damage to your system or steam account without you knowing, but that is why they need to be verified before appearing on the site. if you are downloading unverified plugins what they do is on you
