Describe the Bug

My friend has attempted to install Millennium on his Windows 10 install but no matter what version or method of installing it fails to work with steam despite installing properly. We tried 6 or so reinstalls on current release, 2 each on v.3.4 and v.3.31 (all being manual installs), and no matter what was tried it wouldn't work.

Have them send their tier0_s64.dll from their Steam directory. It appears something internal to Steam is crashing.
