Update Bluetooth to v3.1.1

Urgent: 3.1.0 (#1160) is broken for everyone who installs it from the store. The panel only shows "Bluetooth is unavailable".

Cause

The 3.0.0 rewrite moved the backend to D-Bus with the jeepney Python library. I thought that the CI installed requirements.txt but that is not the case and I did my testing with a custom script that included it.

The backend then fails at import:

    from jeepney import DBusAddress, Properties, new_method_call
ModuleNotFoundError: No module named 'jeepney'

Fix

Vendor jeepney 0.9.0 in py_modules/, with its license (MIT). There is no code change, the library has been copied as is.
