[REQUEST] Exclusions per-Steam user

I was wondering if it would be possible to add a user to the exclusions/exceptions, so that some games are excluded only for them.

I have a lot of emulation games but my gf won't play most of them so it makes little sense to add them to her steam user.

Right now the UI shows games for both users but if you exclude some of them they get excluded for all the users, so the visualization is actually a mirror.

This is a good feature, but not super easy to do. I'll keep it in mind.
