Support compilation with `-fgpu-rdc` ?

From a cursory look, phc.py does not support compilation with relocatable device code (-fgpu-rdc).

Is that something you would be interested in, if we submit a pull request to implement it ?

Well, it should have been implemented in a series of PRs up to #6.
